Selama bertahun-tahun, sektor perkebunan telah memainkan peranan penting dalam perekonomian Indonesia dan merupakan salah satu sektor andalan dalam menghasilkan devisa dan meningkatkan pertumbuhan ekonomi. Sebagai negara berkembang di mana pertumbuhan ekonomi dan penyediaan lapangan kerja merupakan masalah yang mendesak, subsektor perkebunan mempunyai kontribusi yang cukup signifikan. Dari komoditas kelapa sawit saja, Negara telah memperoleh pendapatan dari Pungutan Ekspor CPO sebesar US$12,4 miliar dan memberikan lapangan kerja sekitar 3,5 juta kelapa keluarga mulai dari on-farm sampai off-farm.
Untuk mengembangkan sektor perkebunan, Pemerintah telah mencanangkan Visi Perkebunan 2020, yaitu “Komoditi Pangan Perkebunan Sebagai Sumber Kesejahteraan dan Kemakmuran Bangsa”. Di mana Pemerintah akan melakukan 8 kegiatan utama 1) Revitalisasi Perkebunan, 2) Intensifikasi Tanaman Perkebunan Rakyat, 3) Dukungan Penyediaan Lahan, 4) Dukungan Penyediaan Benih Unggul, 5) Dukungan Infrastruktur, 6) Pengembangan Riset dan Development, 7) Penyediaan Pembiayaan dan 8 ) Meningkatkan Penerapan Pembangunan Berkelanjutan.
Terkait dengan Visi Perkebunan 2020 tersebut, pemerintah dalam sektor industri perkebunan kelapa sawit telah melakukan upaya demi terwujudnya salah satu visi perkebunan tersebut yaitu dengan memberlakukan Peraturan Menteri Nomor 19 Tahun 2011 tentang Pedoman Perkebunan Kelapa Sawit Berkelanjutan Indonesia (Indonesian Sustainable Palm Oil/ISPO). Tingginya produksi kelapa sawit yang mencapai 20,8 Juta Ton dan pada tahun 2011 diperkirakan menembus angka 21 juta Ton, menyebabkan Pemerintah sangat serius memajukan industri kelapa sawit. Peraturan ini diharapkan menjadi jawaban atas keraguan pasar dunia atas produk kelapa sawit Indonesia bahwa produk kelapa sawit Indonesia juga memperhatikan kaidah-kaidah pelestarian lingkungan hidup sebagaimana dapat dilihat dalam Prinsip dan Kriteria ISPO Perkebunan Kelapa Sawit Berkelanjutan, yaitu:
- Sistem Perizinan dan Manajemen Perkebunan;
- Penerapan Pedoman Teknis Budidaya dan Pengolahan Kelapa Sawit;
- Pengelolaan dan Pemantauan Lingkungan;
- Tanggung Jawab Terhadap Pekerja;
- Tanggung Jawab Sosial dan Komunitas;
- Pemberdayaan Kegiatan Ekonomi Masyarakat; dan
- Peningkatan Usaha Secara Berkelanjutan.
Terkait dengan RSPO (Rountable Sustainable Palm Oil) yang sudah terlebih dahulu ada, ISPO serupadengan aturan RSPO tetapi terdapat perbedaan dimana ISPO merupakan mandatory (kewajiban) yang harus dijalankan pelaku usaha perubahan sedangkan RSPO bersifat sukarela (voluntary) yang tidak wajib diikuti perkebunan dan petani sawit Indonesia, namun menjadi acuan bagi ekspor-impor sawit dunia. ISPO tetap mengacu kepada RSPO namun menyesuaikan dengan keadaan geografis di Indonesia.
Para pelaku usaha perkebunan memiliki waktu sampai dengan tanggal 31 Desember 2014 untuk mendapatkan sertifikat ISPO dengan ketentuan jika tidak menyesuaikan maka dapat dikenakan sanksi penurunan kelas kebun menjadi kelas IV bahkan dapat dicabut izin usaha perkebunannya. Di lain pihak, Pemerintah dituntut kesiapannya dalam rangka ISPO ini sehingga dapat berlangsung tepat waktu. Permasalahan-permasalahan tersebut dirasakan menjadi pertanyaan besar dalam pelaksanaan ISPO ini.
